The supplier system support desk identified the issue was being caused by reports being run at Delfont and this impacting the API - this has now ceased. They also identified a monitoring issue where CPU usage was showing as ok on their database server but no more resource was available for running queries - they are working with Delont's networking people to get this corrected. We've not seen any timeouts since 16:35 UTC
